    In the matter of reminders of not allowing to get remission for untimely and premature release of rigorous life convicts, double murder, repeat offenders and who outraged the modesty of women, Sh Uma Shankar Tiwari, Lala Tiwari. Laloo Tiwari, all trios are S/o Late Ram Lagan Tiwari and Pramod Tiwari S/o: Sh. Uma Shankar Tiwari, all are resident of village-Mangra, Police- Station –Karakat; Distt: Rohtas, from Central Open Jail Buxar, which could again trigger bloodshed and mayhem.
    Sir,
    I am a poor widow and informant of Karakat_Crime-No. 148 of 1998 dated 20/12/1998 u/s147/148/149/341/323/452/302/201/379, 34 IPC , 27 Arms Act where my innocent husband, Sh. Rajendra Tiwari and father–in–laws, sh. Kashi Nath Tiwari have not only killed but also outraged the modesty of women by above mentioned predators but their (my husband and Father-in-laws) only fault was that they were witnesses of Karakat-Kand Sankhya- 132 of 1985 u/s 307, 34 IPC, 27 Arms Act where my sister–in laws (Nanad) were attempted to be killed by the above mentioned brutes and said crime was then opened for trial in session court, Sasaram.
    It is gruesome preplanned double murder and still threatening from the jail to the witnesses and my family members. Moreover, there is not even iota of remorse for the most brutal killing of my husband and father in laws not outraging the modesty of women but they are even shamelessly justifying it.
    Further, there are not mitigation circumstances at all but instead there is chance of future reoccurrence of crime as untimely release of above convicts have been once refused by the S.P., Rohtas on the pretext of serious law and order problem vide Jyapank - 5712/V.O. dated 18.11.13 addressed to the Superintendent, Buxar Central Jail cum Open Jail Buxar (copy annexed). Moreover, it was observed during investigation by I.O. that all convicts had been still giving threatening from the jail that had they released from the jail, all male members of the informant will face same consequences.
    The above mentioned brutes were tried fairly in open Ld. Session court, Rohtas at Sasaram, subsequently; all brutes have been sentenced rigorous life imprisonment by session court, Sasaram and their sentences were confirmed by the Hon’ble High Court and also by the Hon’ble Apex court, New Delhi.
    The only brazen criminals are getting justice while poor victims like us are further grinding and suffering due to mistaken and reprehensive policies of government. Government is myopic, and seeing only one aspect of the coin i.e. human right of criminals what about the victims who suffered at hands of these criminals and stigma as well as scar of becoming widow left in the mind for whole life. What about the children who became orphan and passing a neglected life and always scared and horrified once they recount the most brutal way of killing of their beloved kith and kin in front of his/her face? Shall government be thinking for their rehabilitation? Not at all till date, but we need not required too as well. I only need justice for the most brutal killing of my kith and kin such that it would act as deterrence for future offenders. By releasing the convicts untimely, government is letting the brazen criminals to spread the canard and havoc again in the society and further rubbing salt to the wound of the victims. It is a mockery of justice system that criminals and violence perpetrators are getting justice while victims and aggrieved like us roaming from pillar to post for quest of justice. It appears sometime that it is a banana republic where only kangaroo system is prevailing.
    Therefore, I request you again with folded hand in keeping gravity and sensitivity of the offence in mind and seeing the matter in true perspective i.e. agony and trauma through which myself, my family and the children have been passing through, which only bearer knows where and how much shoe pinches.
    So, kindly do needful action such that justice will be delivered and convict should not be allowed to come out from the jail otherwise a grievous security threat and in turn law and order problem may arise as it would embolden and boost up the morale of the life convicts that would be miss carriage of justice. Untimely release of these brazen convicts may make us to suffer an irreparable loss and further manifest injustice.

    جناب عالی ! تقریبا ڈیڑھ دہائی سے آپ بہار کی کرسی اقتدار پہ براجمان ہیں ،بجلی، سڑک، تعلیم ،امن وامان، لاء اینڈ آرڈر کے شعبوں میں آپ نے بیمثال خدمات وکارنامے انجام دیئے ہیں ۔جس پہ آپ داد وتحسین کے یقینا مستحق ہیں۔شراب بندی کے جراتمندانہ اعلان کا اقدام بھی آپ کی طرف سے اگرچہ ہوا تھا ! لیکن یہ صرف کاغذی خاکہ ہی رہا اب تک اس میں رنگ نہیں بھڑا جاسکا ۔
    آپ نے صحت کے ریاستی شعبے پر بھی خطیر وسائل مہیا کرائے ۔ یہ کوشش بھی سراہے جانے کے قابل ہے۔
    سنا ہوں اور پڑھا ہوں کہ آپ بدعنوانی ، رشوت ستانی ،لوٹ کھسوٹ، مالی بے ضابطگی اور غیر شفاف مالی لین دین کے سخت دشمن ہیں ، یہی وجہ ہے کہ اس بابت تشفی بخش اور قابل اطمنان وضاحت سامنے نہ آسکنے کی وجہ سے آپ اپنے حلیف اور مضبوط اتحادی سے ہاتھ جھاڑ لئے۔۔۔یعنی حکومتی اتحاد سے علیحدہ ہوکر اسمبلی تحلیل کردینا آپ کو برداشت ہے لیکن مالی بے ضابطگی اور لوٹ کھسوٹ پہ سمجھوتا کرنا آپ جیسے "نظریاتی" بلکہ "نظریہ ساز" لیڈر کو گوارا نہیں !

    لیکن حد درجہ باعث افسوس ہے کہ آپ نے اپنے دور حکومت میں دارالحکومت پٹنہ سمیت بہار کے بڑے بڑے شہروں میں قائم نجی ہسپتالوں ، رجسٹرڈ ڈاکٹروں اور پرائیویٹ نرسنگ ہوم میں علاج معالجے کے نام پہ قائم مریضوں کے ساتھ لوٹ کھسوٹ پر خاطر خواہ توجہ دینے یا موثر کار کردگی کی کبھی زحمت نہ کی!
    بدعنوانی کے ان اڈوں پہ کبھی آہنی ہاتھ ڈالنے کی بھی آپ کی طرف سے محسوس کوشش نہ کی گئی ۔
    محترم وزیر اعلی صاحب! ڈاکٹر کو معاشرے میں قوم کا "مسیحا " کہا جاتا ہے۔یہی وہ شخصیت ہے جو موت کے منہ میں پہنسے مریضوں کی زندگی لوٹا نے والے اور موت کی دہلیز پر بیٹھے پریشان حال اور بے کسوں کے جسم نیم مردہ میں رمق وآب حیات ڈالن والے ہوتےہیں۔یہ قوم کے سب سے بڑے محسن وخیر خواہ ہوتے ہیں۔۔۔دکھی انسانیت کی خیر خواہی کا جذبہ اگر شامل حال ہو تو ان کا پیشہ عبادت بن جاتا ہے۔
    لیکن افسوس یہ ہے کہ
    آج ریاست کے ہر بڑےشہر‘ مثلا پٹنہ ،درھنگہ ،بیگوسرائے ،کٹیہار وغیرہ وغیرہ میں پرائیویٹ کلینکس اورپرائیویٹ اسپتال قائم ہیں اوریہ اسپتال غریبوں کودونوں ہاتھوں سے کاٹ رہےہیں. مسیحا کہلائے جانے والے لوگ ہی مریضوں کی رگوں سے رہی سہی زندگی بھی کھینچ
    لینے میں لگے ہیں !

    نجی ہسپتالوں اور رجسٹرڈ ڈاکٹروں کے نرخ اور علاج فیس بہت زیادہ ہیں، صوبے بھر میں ڈاکٹر اپنی من مانی فیس 500 تا ایک ہزار وصول کرتے ہیں۔ پندرہ دن بعد پہر نئی فیس وصول کی جاتی ہے۔
    معمولی معمولی بیماری پہ نصف درجن چیکپ لکھکر اپنے مخصوص تشخیصی لیبارٹری پہ جانے کا کہا جاتا ہے۔جن سے مخصوص مقدار میں کمیشن کی وصولی ہوتی ہے۔
    اکثر پرائیویٹ نرسنگ ہوم والے اپنے ہی یہاں سارا جانچ کرانے کو لازم کرتے ہیں۔اس میں زیادہ سے زیادہ روپیہ مریضوں سے لئے جاتے ہیں۔
    کم فیس کے پیش نظر اگر مریض کسی دوسرے ڈیاگناسٹک سینٹر سے چیکپ کروالے تو سخت پہٹکار سننے کے علاوہ وہ تمام چیکپ مسترد کرکے از سر نو چیکپ کروا یا جاتا ہے

    بعض "مسیحا " معائنے کے بعد نسخہ تھماتے ہوئے ہدایت کرتے ہیں کہ فلاں فارمیسی سے ہی دوا خریدی جائے بصورت دیگر کوئی جعلی دوا بھی دے سکتا ہے اور وہ آپ کے لیے نقصان دہ ثابت ہو سکتی ہے۔ یہ سن کر کوئی بھی ڈاکٹر کو انتہائی ذمہ دار اور اپنا خیرخواہ ہی سمجھے گا، لیکن ایسا نہیں ہے۔ ایسے ڈاکٹر کی ہدایت پر عمل کرنے والا مریض دراصل مقامی اور غیر رجسٹرڈ کمپنی کی غیر معیاری دوا خرید کر اس نام نہاد مسیحا کی جیب بھاری کرنے کا ذریعہ بنتا ہے۔

    ہماری ریاست میں کروڑوں روپے سے بنائے گئے متعدد سرکاری ہسپتال قائم ہیں جن پہ اربوں روپے کے سرکاری وسائل صحت کے فنڈ میں خرچ ہورہے ہیں ، لیکن سرکاری ہسپتالوں میں بروقت ڈاکٹروں کی غیر حاضری وعدم دستیابی ، بنیادی سہولیات کےعملی فقدان نیز جلد سے جلد علاج کے حصول کی خاطر مریض نجی ہسپتالوں کا رخ کرتے ہیں،
    موقع سے سے فائدہ اٹھاکر علاج وصحت کی جلد فراہمی کے نام پہ پرائیویٹ ڈاکٹرز غریبوں اور محتاجوں کا خون چوسنے میں لگ جاتے ہیں۔
    محنت مزدوری کرنے والا غریب طبقہ آج ان سفاک وقصاب مسیحائوں کی چکی میں پس رہا ہے۔شعبہ اطفال اور شعبہ زچگی میں "طریقہ واردات " کچھ حد سے زیادہ ہی افسوسناک یے۔
    آپ نے بہار کے متعدد فرسودہ نظاموں میں اہم تبدیلیاں لائیں ، لیکن علاج معالجہ کے نام پہ قائم اس قصائی خانہ کے نظام صحت کی تبدیلی کی بھی فکر فرمائیے ! سیاسی بدعنوانیوں سے درجہا خطرناک یہ طبی بدعنوانیاں ہیں۔جن کے ظلم وسفاکی کا تختہ مشق بیچاری غریب عوام بنتی یے۔۔۔اس بدعنوانی سے بھی پلو جھارنا آپ کا کام ہے !
    اس سلسلے میں مجھے آنجناب سے درج ذیل فوری اقدامات کی گزارش ہے :
    1۔۔۔ حکومتی سطح پر قانون سازی کرکے ایسا ضابطۂ اخلاق وضع کیا جائے جس کے تحت ڈاکٹروں کو نہ صرف مقررہ فیس لینے کا پابند کیا جائے بلکہ انہیں سستی اور کارگر دوائیں تجویز کرنے کا بھی کہا جائے۔
    2 ۔۔۔ غریب اور متوسط طبقہ کو ڈاکٹروں کی چیرہ دستیوں سے نجات دلانے کے لئے چیک اپ کی فیس کی حد مقرر کی جائے۔ضرورت سے زائد تشخیص پہ پابندی لگائی جائے۔کسی مخصوص مرکز تشخیص سے رجوع کے التزام کو ختم کیا جائے۔
    3۔۔۔ہر ضلع میں مریضوں کی شکایات اور مسیحائوں کی سفاکی کے ازالہ کےلئے فری ہیلپ لائن یا مرکز قائم کیا جائے ۔

    4۔۔طبی اخلاقیات کی خلاف ورزی کرنے والوں سے بلا رو رعایت آہنی ہاتھوں سے نمٹا جائے اور مناسب جرمانہ بھی عائد کیا جائے ۔

    5۔۔ڈاکٹر کی چیرہ دستیوں سے تحفظ کے لئے غریب طبقہ میں طبی انشورنس کے نظام کو کارگر طریقہ سے متعارف بلکہ نافذ کیا جائے!

    6۔۔۔ضلعی سطح پر جعلی اور غیر معیاری دوائوں کی جانچ پڑتال کی کمیٹی قائم ہو اور غیر معیاری دوائوں کی فروخت پہ پابندی عائد ہو ۔

    صحت وعلاج کے نام پہ یومیہ قتل عام کو بند کروائیں ۔
    نجی ہسپتالوں میں کرپشن کی گرم بازی ختم فرماکر سستے علاج کی فراہمی کو یقینی بنائیں ۔
    وزیر اعلی صاحب ! ۔
    اقتدار آنی جانی ہے ۔یہاں کسی عہدے ومنصب کو دوام نہیں دوام وبقاء ہے تو صرف انقلاب وتبدیلی کو ۔حالات ہمیشہ آپ کے موافق نہیں رہیں گے۔ ابھی آپ کے پاس وقت بھی اور اقتدار بھی !
    غریبوں اور محتاجوں کے لئے ایسا کچھ تاریخی اقدام وفیصلہ کرکے جائیے کہ آپ بہار کے غریب لوگوں کے دلوں پہ ہمیشہ حکمرانی کرتے رہیں ۔
    آپ کی ماضی کے جراتمندانہ اقدامات کی وجہ سے مجھے یہ چند سطریں آپ کی خدمت میں لکھنے کی ہمت ہوئی ۔

    آخر میں یہ واضح کردینا ضروری سمجھتا ہوں کہ گرد وپیش کے غریب ومفلوک الحال لوگوں کی عمومی حالت زار کو دیکھ کر یہ قلبی تاثر آنجناب تک پہونچانے کو سماجی ، اخلاقی ودینی فریضہ سمجھتے ہوئے آپ کے گوش گزار کردیا ۔
    ہمارے ہی بیچ بعض ایسے انسانیت دوست فقیر منش اطباء بھی ہیں جو اپنی رحمدلی اورانسانیت دوستی کی وجہ سے "زمینی فرشتہ " کہلائے جانے کے زیادہ مستحق ہیں۔

    I m a widow of late Krishna Chandra Mishra aged 75 years old of village and post NAYA GAOWN Thana RAYYAM district DARBHANGA Bihar
    On 5/4/18 I was brutally assaulted and looted by village anti social elements and RAYYAM Thana is not taking my complain so far
