Respected sir,
I am a serving Indian Naval Officer. When i was posted in Goa in the year 2010, i had bought a car (Hyundai i20) and got it registered in Vasco-da-Gama (Regd No. GA06D4064). In the year 2016 i decided to get the car re-registered in Kerala as i was posted out of Goa. Since an NOC from the RTO office at Vasco was required for the same, i had sent my application papers along with the original documents for the above mentioned formalities to my colleague who is another serving Naval Officer.
I even tried to contact the RTO office on the phone number provided in the directory to request them to process my case as i wasn't able to come in person due to service exigencies. However, i have faced the following issues:
1. The officials have been stalling my case giving some lame reason or another inspite of me providing all the necessary documents. The reasons for stalling include and i quote "come later; we don't have time for such mundane issues".
2. They have been very rude and insensitive to me as well as my colleague who I have authorised with a official letter to do the formalities on my behalf.
3. Now they are adamant that they would only process my case if i come in person for the same.
It is very disturbing to see such treatment being rendered to a serving Defence personnel by an organisation of a State run by the ex- Defence Minister of the country.
It has been more than a year since I've asked for the NOC. it is still in Status Quo,ie there has been no furtherance of my request. I shudder to imagine how others must be treated in your state if I'm being treated like so inspite of serving the Nation.
My humble request is that my case be considered and I may not be harassed by your Transport Officials inspite of my documents being in order.
