    Sir,
    With due honour, we beg your kind attention to the following points for favourable consideration:
    1. The Education department, Government of Assam has initiated the process of Povincialisation of teaching posts in colleges under the Assam Education Provincialisation of Services of Teachers and Reorganisation of Educational institutions Act,2017. In this process, there has been some wrong and unjustified interpretation of certain provisions of the Act which, if not corrected, will jeopardise the career of many teachers despite having UGC qualifications and long standing selfless services to the students’ community.
    2. Under Clause No 3(vii) of the referred Act, one of the eligibility conditions for the post provincialisation is ‘at least 15 students in any subject must have appeared in case of venture Degree College in the last final examination’. While considering the colleges under the aforesaid clause, Directorate of Higher Education, Assam has taken the number of students of last semester appeared (6 Semester) of a particular subject ignoring the general stream students for whom the fourth semester is the last semester (assuming that they are major students) in case of general subjects as they need to take up all major papers in their respective subject. As per University curriculum , a TDC degree major students needs to take up one general subject up to fourth semesters and major subject up to last sixth semesters. In this case, for major subject’s students, the last semester is sixth semester. If only 6th semester students data is considered, including major and general in that particular subject number of students will be very low as because some students will disappear from after 4th semester as mentioned earlier. It will be injustice to teachers and they will be out of the provincialisation and even not according to the act.
    We therefore request you to count enrolment of 4th sem. general (having major in other subject) with 6th sem. students.
