It is discharging on the time of charging. What can i do now??

I visit near of my htc service center for my phone display problem. For minor issue in display after 30 minute they lock unlocking my phone and said display plate will replace. I don't understand for a little problem in display make it for display plate changed. But any way i said change it but they will charge for this display lance plate for Rs.1800/- is it justifiable for htc 526. G+ phone
