head of office asks for stove bill by satyabrata dash:

upon asking for exemption from purchase of stove, the head asks for stove bill. the stove is 2 years old and i had brought it in when i first shifted to kolkata.
what is this ? are they distributors or ransom collectors. iknow the money from gas stoves goes to their pockets.
