Delivered cylinder with leakage by Samrat ps:

My father booked gas through ivrs and his number is 9703381756.
A cylinder with leakage has been delivered. As they are old they couldn't get the issue. When I went home and noticed about the cylinder we took to the gas agency. In return they charged us 100 rupees for the loss of gas. How fair is it. ?
