Today I received two gas cylinders one of is leaking gas when regulator is going to fix. It is very dangerous it is essential to replace immediately

I lodged complaint against leakage of gas from cylinder on 11.05.2015 for replacement of refill immediately. But not response to my complaint and I have no choice to complaint to IOC authority to look into the matter.

For delivering the cylinder u r paying him the salary of what ever distance it might be but on the basis of distance they travelled I think so please see that they are demanding to pay along with cylinder cosy a sum of rs.870 on what basis I don't understand. Pls look in to the matter
