निबेदन इस प्रकार है की मै सुशिल सिंह चौहान s / o . स्व: श्री वीरेंदर सिंह चौहान निबासी औरन्ध के मूल निबासी है प्रार्थना है की श्री मान महोदय मै आगरा मै कारोबार करता हूँ ! मेरे तीन बच्चे ग्राम . औरन्ध मै रहते है ! दिनांक : - 4 /02 /2018 को अबधेश सिंह चौहान s / o श्री रामपाल सिंह निबासी बलारपुर 6 बदमाशों को लेकर मेरे बड़े लड़के ऋतिक सिंह चौहान की पकड़ करने आगरा आये थे ! 6 लोगो के पास देसी तमंचे ब एक रायफल थी लड़के की बाइक के आगे गाड़ी लगा कर उससे रोककर . पकड़कर रोकना चाहा तो लड़का बाइक छोड़कर भाग निकला मै उस दिन आगरा मैं नहीं था ! अपने कारोबार के लिए अलीगढ गया था ! लड़के ने चार लोगो को तो पहचान लिया था ! बाकि दो लोगो ने मुह बाद रखा था ! उनको नहीं पहचान पाया श्री मान परसो ही 26 / 02 /2018 को फिर मेरी गौशाला औरन्ध पर जाकर अबधेश सिंह दो बाइक पर किसी अनजान लोगो को मेरे लड़को को दुर से पहचान करा रहा था ! बोलै इनको उठाना है ! महोदय जी इन से मेरी कोई दुश्मनी का रिस्ता नहीं है ! महोदय जी दो महीने पहले अबधेश सिंह s / o रामपाल सिंह दुर्गेश सिंह s / o अबधेश सिंह सिंह से गौशाला पे आने जाने पर मुलाकात हुई थी ! अबधेश सिंह बोले भाई सहाब मैं थोड़ा परेशानी मैं हूँ ! मेरी हेल्प कर दो मैंने कहा बताओ बो बोले मुझे 30 लाख रूपए उधार दे दो ! 2 साल के लिए मेरा ट्रांसपोर्ट एबं डेरी का काम है ! मैं आपको 1 % का ब्याज दे दूंगा मैंने कहा मुझे पैसा मिलने वाला है !मेरे पास आते ही मैं आपकी मदद कर दूंगा ! श्री मान मैंने 10 दिन बाद उनको फोन किया मैंने कहा पैसे मिलने मैं टाइम लग रहा है ! आप के पास 50 हजार रूपए हो तो दे दो ! अबधेश सिंह कहने लगे की आप ऐसा करो 2 महीने का एड्वांस ब्याज ले लो ! उन्होंने घर आकर 60 हजार रूपए दिया आकर फिर मैंने उनसे फिर मैनपुरी मैं बोला कुछ पेसो की जरुरत है ! आपके पास है तो मुझे दे दो ! तो inne 14 हजार रूपए और दे दिया ! टोटल ;- 74,000 हजार मेरे पास आये !
महोदय, इधर मेरे साथ एक घटना घट गयी जिसमे मुझे . 7 लाख 50 हजार रूपए घाटा हो गया महोदय जी मैंने अबधेश सिंह चौहान से साफ साफ बता दिया की मैं खुद अपनी दुख : पीड़ा से खुद परेशान हूँ ! मैंने कहा मैं आपको 74 हजार आपके दो साल से पहले नहीं दे पाऊंगा आप एक परसेंट जो लगेगा मैं ब्याज सहित दे पाउँगा ! अब बो मेरे साथ एबं मेरे बच्चो के साथ गलत करना चाह रहे है ! कृपया इस बिषय मैं मेरी मदद करने की कृपा करे एबं सख्त से सख्त कार्यवाई करने की कृपा करे आपकी अति महान कृपा होगी !

Subject: Brahmputra Enclave Residential Scheme 2013 (I) under Sidharth Vihar Yojna, Ghaziabad (One bed room flat)– reg.
Sir,
In response to UPAVP’s advertisement appeared in different newspapers regarding Brahmputra Enclave Residential Scheme 2013 (I) under Sidharth Vihar Yojna, Ghaziabad, I had applied vide Form /Challan No. 839 for the allotment of a One Bedroom flat under OBC/Senior Citizen category for a total cost of Rs.13,90,000/-. The form along with requisite registration amount of Rs.1,40,000/- (10% of the cost of the flat) was deposited in February 2013.
The eligibility draw was held on 22.10.2013 after a gap of 08 months and I was selected for the allotment of a flat vide letter No. 11240 of UPAVP dated 26.12.2013. (Copy enclosed) The UPAVP vide this letter (Demand letter) communicated the demand of quarterly amount to be paid by me to UPAVP for the total cost of the flat i.e. Rs.13,90,000/-. And as per demand letter I had paid the full amount of Rs.13,9000/- in 08 installments + Rs.42,000/- as Service tax to UPAVP after taking loan from SBI. Thus total amount that has been paid by me to UPAVP is of Rs.14,32000/-.
The draw for the allotment of Flat Nos. was held on 11.03.2016 after a gap of 3 years and I was allotted Flat No.10/B-71/104 (Ground Floor) as per letter No.1865 of UPAVP dated 11.3.2016.
Now the UPAVP vide their letter No. 1894 dated 16.02.2018 (Copy enclosed) received on 15th March 18 after a gap of 02 years has sent a letter of revised cost of the flat as Rs. Rs.19,79,289/- + Rs.74,542/- (Other charges) and asked us to deposit Rs.589781/- along with other charges such as Water & meter connection, Water bill for 12 months, Vilekh nishpadan fee, Advertisement expenditure, Boundary wall fee, Site plan fee, Balance service tax on last 2 installments (amounting to Rs.74,542/-) by 31.03.2018 failing which 13.5% penalty interest. I am to inform you that I had already paid Service tax on all installments.
UPAVP from the initial cost of Rs.13,90,000/- on which applications were invited for the allotment of flats in the above cited scheme, has now increased the cost of flat by almost 50% to Rs.19,79,289/- + Rs.74,542/- arbitrarily, illegally and without any justification.
It is to be well understood that the UPAVP must have calculated the cost of the expenditure on which the applications were invited from the public for the allotment of flats in advice. It cannot be done on blind eye and let the general public suffer.
Since I am a retired govt. official having limited resources, now cannot afford to pay the enhanced amount of about Rs.6.50 lakh. From any angle there is no justification to increase the cost of the flat by 50%. Moreover the flats were to be delivered within 03 years period and UPAVP took 05 years this has resulted in the increase of cost but not 50%.
Why the public should suffer for the inordinate delay by UPAVP in constructing the flats and not doing proper estimation of cost of flats initially? Had the initial cost be calculated properly by UPAVP and accordingly the same had been mentioned in the advertisement published in the newspapers while inviting applications for the allotment of flats, I could have not applied for the allotment of flat due to my limitations.
As per present trend of infrastructure industry, the cost of properties has gone down and a flat of the same size is available for Rs. 12.00 lakh in the market including in Sidharth Vihar/Noida. However, UPAVP has increased the cost by 50% arbitrarily and without any justification. The allottees have been put in great trouble by the UPAVP.
Now due to increase (50%) in the cost of flats as communicated by UPAVP, I am in deep trouble and cannot afford to pay the demanded amount of Rs.6.50 lakh apart from registry charges of about Rs.1.50 lakh. The increase by 2-5% in the cost of flat may be possible but not 50%. UPAVP is a Government Institution to construct the houses for the public on reasonable costs. But it is behaving like private builders. Even in the present situation, the private builders have not been allowed to increase the cost of flats arbitrarily by the Hon’ble Courts and the respectable Governments at the Centre and the State to exploit the public.
I, therefore, humbly request your kind self to look into the matter and review the increased cost of flats of the above mentioned scheme considering the present situation of infrastructure industry and steps taken by the Government at the Centre and the State. I am not in a position to pay the demanded amount as neither I have money to pay nor I can take loan from the bank being retired Government official of 65 years old.
I shall be highly obliged for your kind intervention in the matter to provide relief to me as well as other allottees belonging to my category.
