আপনার নজরে আনবার চেষ্টা করছি।
হাওড়া শহরে ২৮ নং ওয়ার্ডে অবস্থিত রামকৃষ্ণপুর কোঅপারেটিভ ব্যাঙ্ক গত ১০ ই আগষ্ট ২০১০ তারিখ থেকে সম্পূর্ণ বন্ধ। ব্যাঙ্কটির ওপর মানুষের আস্থা জন্মেছিলো। রিজার্ভ ব্যাঙ্কের তকমা ছিলো। তাই মানুষের বিশ্বাস করতে অসুবিধা হচ্ছিলো না। জমার ওপর সুদও ভালো দেওয়া হতো। সবরকমের সুযোগসুবিধা পেতো গ্রাহকরা। কারণ এই ব্যাঙ্কের কর্মচারীরা গ্রাহকদের মনের মতো করে পরিষেবা দেবার চেষ্টা করতো। রিজার্ভ ব্যাঙ্ক ২০০৯ সালের ২৬শে আগষ্ট এই ব্যাঙ্কের ওপর embargo অর্থাৎ কিছু বিধিনিষেধ আরোপ করে। অভিযোগ আর্থিক তছরুপ। তারপর ১৭ই জুন ২০১০ তারিখ এই ব্যাঙ্কের লাইসেন্স বাতিল করে।
ইউনিয়নের পক্ষ থেকে ব্যাঙ্ক এমপ্লয়িজ ফেডারেশনের (BEFI) নেতৃত্বে রিজার্ভ ব্যাঙ্কের রিজিওনাল ডিরেক্টরের সঙ্গে সাক্ষাৎ করা হয়েছিলো এবং ডেপুটেশনও দেওয়া হয়েছিলো। কিন্তু তার কাছে কোনোরকম সুপষ্ট সমাধান পাওয়া যায়নি। সমস্যায় পড়লো এই ব্যাঙ্কের গ্রাহক ও কর্মচারীরা।
এই ব্যাঙ্কের গ্রাহকদের সাথে কর্মচারী ইউনিয়ন আদালতের দ্বারস্থ হয় ব্যাঙ্ক খোলার দাবী নিয়ে।
***গত ১৮ ই জুন ২০২০ তারিখে রামকৃষ্ণপুর কোঅপারেটিভ ব্যাঙ্ক এমপ্লয়িজ ইউনিয়নের পক্ষ থেকে মাননীয় সমবায়মন্ত্রী অরুপ রায় মহাশয়কে দীর্ঘ ১০ বছর বন্ধ থাকা এই ব্যাঙ্কের কর্মচারী ও গ্রাহকদের স্বার্থে ডেপুটেশন দেওয়া হলো। তিনি তা গ্রহণ করেছেন। এর আগেও অনেকবার ডেপুটেশন দেওয়া হয়েছে। আগেও ব্যাঙ্ক ইউনিয়নের পক্ষ থেকে ব্যাঙ্ক খোলার দাবী নিয়ে অনেক আন্দোলন করা হয়েছে। ***
রাজ্যসরকার যদি এই ব্যাঙ্কের জন্য ৫০ কোটি টাকা না দেয় এই ব্যাঙ্ক খুলবে না। রিজার্ভ ব্যাঙ্ক এই ব্যাঙ্কের লাইসেন্স ফেরৎ দেবে না। ২০১১ সালে বর্তমান রাজ্যসরকারের এই বন্ধ ব্যাঙ্ক নিয়ে একটি প্রশাসনিক মিটিংয়ে রিজার্ভ ব্যাঙ্ক পরিষ্কার করে জানিয়েছিল যে রাজ্যসরকারের পক্ষ থেকে যদি ৫০ কোটি টাকা দেওয়া হয় এই ব্যাঙ্ক খোলার জন্য তাহলে রিজার্ভ ব্যাঙ্ক এই ব্যাঙ্কের লাইসেন্স ফিরিয়ে দেবে।
রাজ্যের বিভিন্ন সমবায় ব্যাঙ্কের ATM পরিসেবা চালু হচ্ছে । উন্নতির চেষ্টা চলছে। অনেক সমবায় ব্যাঙ্ককে অনুদান পর্যন্ত দেওয়া হচ্ছে। সরকারি পরিষেবা সমবায় ব্যাঙ্কের মাধ্যমে করার চেষ্টা হচ্ছে।অথচ এই ব্যাঙ্কের বেলায় সরকারের কোনো ভূমিকা এখনও পর্যন্ত নেই। এই প্রশ্ন গ্রাহক ও কর্মচারিদের মধ্যে ঘোরাফেরা করছে।
ক্লাবগুলো যদি সরকারের আর্থিক অনুদান পেয়ে থাকে তবে সরকার কেন এগিয়ে আসবে না এই ব্যাঙ্কটা বাঁচাতে। এই ব্যাঙ্কের ৪০ হাজার গ্রাহক আর ৬০ জন কর্মচারীর মূল্য কি সরকারের কাছে নেই? এরাও প্রত্যেকটি নির্বাচন প্রক্রিয়ায় অংশগ্রহণ করে।
উচ্চ আদালত তার অর্ডারে পরিষ্কার করে উল্লেখ করেছে যে এই ব্যাঙ্ক খোলা সম্ভব। তার জন্য উচ্চ আদালত "Revival & Recovery Committee" তৈরী করে। কমিটি মেম্বাররা ব্যাঙ্কে আসছেন এবং লোন আদায়ের কাজ করছেন।
সূত্র থেকে জানা যাচ্ছে এই ব্যাঙ্কের লোন আদায় অনেকটাই সম্ভব বলে উচ্চ আদালত নিযুক্ত কমিটির সদস্যরা মনে করেন।এই ব্যাঙ্কের কর্মচারীরাও কমিটির সদস্যদের সঙ্গে সহমত পোষণ করেন। এই ব্যাঙ্কের অনেক সম্পত্তি আছে
যেগুলো অবিলম্বে ক্রোক করা সম্ভব। সেইখান থেকে একটা ভালো পরিমাণ অনাদায়ী ঋণের টাকা আদায় হবার সম্ভাবনা আছে। অনেক সম্পত্তি আছে যেগুলো আইনি পদক্ষেপ নিলে অনাদায়ী ঋণের টাকা আদায়ের সম্ভাবনা প্রচুর। বিশ্বস্ত সূত্রে জানা যাচ্ছে সব মিলিয়ে ঠিক মতো বন্ধকি সম্পত্তি গুলো ক্রোক করার ব্যবস্থা করলে ১০ থেকে ১২ কোটি টাকা আদায় সম্ভব বলে মনে করেন উচ্চ আদালত দ্বারা নিযুক্ত কমিটি সদস্যরা। পূর্বতন সরকারের অনুদান হিসাবে দেওয়া ৪-৫০ কোটি টাকা আজ বেড়ে ৬ থেকে ৭ কোটি টাকা। তাছাড়া অন্যান্য ব্যাঙ্কেও এই ব্যাঙ্কেরও কিছু পরিমাণ টাকা গচ্ছিত আছে। সব মিলিয়ে ১৮ থেকে ২০ কোটি টাকা এই ব্যাঙ্কের অর্থনৈতিক পরিমাণ গিয়ে দাঁড়ানোর প্রবল সম্ভাবনা আছে। আর বর্তমান সরকার ৫০ কোটি টাকা অনুদান হিসেবে দিলে এই ব্যাঙ্ক খোলাটা কোনো অবাস্তব ঘটনা বলে মনে হয় না।
একটাই দাবি যে 40 হাজার গ্রাহক ও 60 জন কর্মচারিদের স্বার্থে ব্যাঙ্ক খুলতে হবে। কারণ অনেক কষ্ট করে এই ব্যাঙ্কে টাকা জমা করেছিলো। আজ তারা অসহায় হয়ে পড়েছে। ব্যাঙ্ক থেকে তারা প্রয়োজনীয়
টাকা তুলতে পারছে না।
কর্মচারীরা ব্যাঙ্ক বন্ধ হবার ফলে কর্মহীন হয়ে পড়েছে।
তাদের এখন অন্যকিছুভাবে সংসার চালাতে হচ্ছে।
ইতিমধ্যে ২ জন কর্মচারী মারা গেছেন টাকার অভাবে প্রয়োজনীয় চিকিৎসা করতে না পেরে।
অনেক গ্রাহক মারা গেছেন ব্যাঙ্কে টাকা থাকা সত্বেও প্রয়োজনীয় চিকিৎসা করতে না পেরে।
এখনও গ্রাহক কর্মচারীরা আশায় আশায় দিন গুনছে এবার বোধহয় ব্যাঙ্ক খুলবে। গ্রাহকরা তাদের গচ্ছিত টাকা ফেরৎ পাবে এবং কর্মচারীরা তাদের চাকরি ফিরে পাবে। কিন্তু তাদের স্বপ্নের সাথে বাস্তবের কোনো মিল নেই হয়তো কেউ কেউ বুঝতে পেরেছে। তাদের চোখের জলই একমাত্র সম্বল।
গ্রাহক ও কর্মচারিদের স্বার্থে এই রামকৃষ্ণপুর কোঅপারেটিভ ব্যাঙ্ক খোলাটা কি রাজ্য সরকারের দায়িত্বের মধ্যে পড়ে না?
বর্তমান রাজ্যসরকার ২০১১ সালে বিধানসভা নির্বাচনের আগে প্রতিশ্রুতি দিয়েছিলো নির্বাচনে জিতে ক্ষমতায় এলে প্রথম কাজ হবে রামকৃষ্ণপুর কোঅপারেটিভ ব্যাঙ্ক খোলা। গ্রাহক আর কর্মচারিদের দুঃখ কষ্ট দূর করা। কিন্তু দুটো নির্বাচন মেয়াদ শেষ হতে যাচ্ছে। ২০২১ সালে আবার নির্বাচন। কিন্তু এই ব্যাঙ্ক যে অবস্থায় ছিলো সেই অবস্থায় আছে।এখনও আদালতের নির্দেশকে কার্যকর করা হলো না।
অসহায় গ্রাহক কর্মচারিদের পক্ষ থেকে মাননীয়া মুখ্যমন্ত্রীর কাছে একান্ত আবেদন তিনি যেনো এই বন্ধ ব্যাঙ্কটি খোলার ব্যাপারে যথাযথ উদ্যোগ নেন। গ্রাহক আর কর্মচারিদের পক্ষ থেকে মাননীয়া মুখ্যমন্ত্রীর কাছে অনেকবার দরবার করা হয়েছে। কিন্তু সমস্যার সমাধান এখনো পর্যন্ত হয়নি।অথচ মুখ্যমন্ত্রী এই ব্যাঙ্কের সম্বন্ধে পুরোটাই জানেন। অসহায় এই বন্ধ ব্যাঙ্কের ৪০ হাজার গ্রাহক ও ৬০ জন কর্মচারীর দিকে তাকিয়ে মাননীয়া মুখ্যমন্ত্রী যেনো এই ব্যাঙ্কটি খুলে পুনর্জীবনের জন্য যথাযথ ব্যবস্থা গ্রহণ করেন।
মধ্যহাওড়ার বিধায়ক ও রাজ্যের সমবায় মন্ত্রী মাননীয় অরুপ রায়ের বিধানসভা এলাকার মধ্যে শুধু নয় তাঁর বাড়ির কাছাকাছি একটি সমবায় ব্যাঙ্ক দীর্ঘ ১০ বছর বন্ধ আছে। অথচ সমবায় মন্ত্রীর হয়েও এই সমবায় ব্যাঙ্ক এখনো পর্যন্ত খুললো না।হতাশ গ্রাহক কর্মচারী সবাই।
তবুও এখনও এই ব্যাঙ্কের ৪০ হাজার গ্রাহক ও ৬০ জন কর্মচারী আশায় আশায় দিন গুনছে হয়তো ভালো কিছু একটা হবে। অন্যথায় মৃত্যু মিছিল বাড়বে।
সময়ই উত্তর দেবে।

Feeling very sad with the one sided news, putting WB Govt in the Fisheries Deptt in the kathgora, as if they do nothing for the conservation of hilsa.
For your kind information, WB Fisheries Deptt long years back has taken measures for conservation of hilsa by enacting Rules, promulgating Regulations declaring ban on hilsha fishing below 500 gms or 23 cm size,which ever is higher. Beside, enacted rules restricting use of net below 90 cm mesh for catching hilsha. Beside,once such restricted size hilsha is caught, are confiscated by the dept with the help of Police and not sold in the market, as reported.
A reporter has two roles, not only criticise, but to suggest solution also. Ur reporting appears to be destructive only. For ur kind information, Bangladesh is a country and WB is a state. Military can only be used by National Govt not state. Political situation is also quite different, here if any political party, here Party in power, goes for strict observance like at random arrest, burning nets etc alike Bangladesh, instantly other parties in opposition will start strong anti activities, resulting huge law and order situation. Here Party in power has to walk very carefully. Yes, I support promulgation of strict ban etc, as required but ur News Paper has also equal role in creating mass awareness and public support. But ur one sided news appears to have preferred maligning the Govt not helping them in addressing the issue to its right earnest.
