Service Centre Refused To Repair

I have purchased Huawei G 3OO,MODEL U8815 approx. of 1.5 years. There is a touch problem and after 30 days the service centre -Arun enterprises in Saharanpur returned the phone by saying we are not getting the touch of the phone.
Cost of the phone at that time was 11 to 12 thousand. Hope its not the small amount and if the company cant provide the main part that is touch of the phone than why they are selling the phones in india.
Also if the person has only one phone does it take 30 days for this.
Everytime the excuse is we have marked the mail and not getting the revert.
