I received gas cylinder on 17.01-2015 but the subsidy not transfer to my bank account.

Kindly look into this matter. So that I can get my subsidy.

I got a message that my cylinder is been out for delivery but next day again i got a message that it is not delivered bcoz the door was closed whereas i was at home.no one came to deliver the cylinder then how come they know whether i was present or not, its a clear case of negligence. Please look into it at the earliest and deliver my cylinder.please help.
