It was established on 17th August 1998 as an independent statutory body corporate as per the condition of the Haryana Electricity Reform Act, 1997. It was the second State in India to initiate the process of Reform & Restructuring of the Power sector in India. The Commission is a body company with continuous succession and a common seal with power to obtain and hold property, movable and immovable, and entitle to charge and be sued. The head office of the Commission is at Panchkula in Haryana. The Commission has also set up a Consumer Service Cell.
