Complaint Cylinder not delivered

I have transferred my Gas connection from one of the Top service provider ( 5 ***** category) to Arka agency on 13th and booked the Gas but they promised me cylinder will be delivered by Friday but till now not given the delivery.
Its very difficult to contact through Telephone because they not even bother to pickup the call.
