pls mention complete procedure to buy ticket and departure timing

On 29 July 2020 at 03:0PM, I reached at Jolly Grant Airport from Bangalore airport. At airport I have to fill passenger registration form. In form I need to fill vehicle details without which no one can go outside from airport.
Taxi services at airport are asking 1035Rs for drop charges from Airport to Majri Mafi(Mohkampur kalan, Dehradun).
This fare for only 25Km distance is more and we cant make any negotiation because they are having monopoly and not letting us to go outside for searching taxi with negotiation price. I asked police and security person that taxi people are charging more but no one is listening. Police , form filling person and taxi lobby all are together and making money and no one is there to stop it. On the name of corona all are making money specially police/ doctors etc.

I want to travel from mumbai to dehradun but i dnt want to be in quartine kindly let us know wht is required...evn i tried to contact helpline number but no one recieves the call
