Can we use income certificate of mother if father living in other state?

Sumeshwari daughter of shri Yashpal student of B.B.A first semester of SSSS college of women majitha road, Amritsar
1. According to college admin last date of applying scholarship was 15 oct 2022 but Dr. Ambedkar portal showing the last date of 30 nov 2022.
So please inform what is actual date for closing
2. In case of delay, can student get this scholarship alongwith applying next time Or missed the opportunity?
