How to apply passport without having 10th original

Dear sir/madam
Regarding the above mentioned subject it is to say that I have applied for passport on dated 17/6/17 and was called for appointment on dated 23/6/17.But after one month later my verification status is still pending. I have inquiried to concerned PS and SP office too but the same matter also was found there. So I am so sad to say about it to you that I have so doubts for that. So it is for your kindly further needful action about that.
